Stage One delivery strategy
 
The project team is pleased to announce the delivery strategy for Stage One of the project — the route from Southport (Griffith University) to Broadbeach and Surfers Paradise. A final market sounding process has been undertaken since the Industry Briefing on 29 July 2009 along with a project team constructability and interface review.  These inputs have been used to develop the optimum delivery option for the Gold Coast Rapid Transit project. Stage One of the project will be delivered using a two stream approach incorporating:
The exact scope of the Operator Franchise PPP will be settled and communicated prior to the release of the Operator Franchise PPP Request for Proposals, and this may result in some refinements to the scope of the Operator Franchise PPP and hence the Early and Enabling Works streams.
The Early and Enabling Works consists of a number of varying sized packages that will deliver long lead time items and critical interface works. The design for Early and Enabling Works will be undertaken by the Department of Transport and Main Roads as Principal and are targeted to be completed September 2011. The present scope, including proposed contract packages and corresponding delivery methods, are shown in the table below.

The Operator Franchise PPP is a long term privately financed franchise that will be structured to achieve operations-led delivery and whole of life outcomes and it will be bid on a service payment basis. It is noted that certain elements of the Operator Franchise PPP may be the subject of a State contribution and / or may be returned works. The present scope is shown below.

Design, construct, finance and maintain the System, which will comprise:
  • depot and associated facilities
  • track and track slab
  • substations and associated power supply componentry
  • specified information technology systems (including a real time passenger information system)
  • suitable vehicles
  • track lighting, corridor furniture
  • landscaping and directional signage
  • stations including fit out of the Gold Coast University Hospital station shell on Parklands Drive
  • Broadbeach south interchange
  • bridge and viaduct structures along the corridor for the System
  • associated supporting urban design.

Deliver, procure and finance:

  • roadworks (being key intersection upgrades, road widening and some associated works) at identified points along the alignment
  • protection and / or relocation of public utilities which are located in or around the depot site or the roadworks undertaken in accordance with the Project Deed.

Also:

  • undertake testing and commissioning of the System (including obtaining accreditation to operate the System)
  • recruit and mobilise an appropriate workforce for the Operations Phase
  • operate the System for the Operations Phase
  • assist in network planning and other public transport strategies
  • hand over the System at the end of the Term.
